ARTICLE 1
NAME AND TYPE OF ORGANIZATION


This organization is titled the Crafter's Spouses Support Group of Elmendorf Alaska hereinafter referred to as Crafter's Spouses Support Group. It is a Type 3 Independent/private organization and intends to operate pursuant to AFI 34-223, Private Organization (P0) Program. Crafter's Spouses Support Group has no official status with or in the Air Force and is not entitled to any privileges, immunities, or other benefits and advantages to which Non-Appropriated Fund Instrumentality's are entitled.


ARTICLE 2
GENERAL PROVISIONS
SECTION A: Objectives


The first objective of Crafter's Spouses Support Group is to promote social, recreational, and other similar activities for its members to foster morale, respect, good will, and fellowship throughout the base. The second objective of Crafter's Spouses Support Group is to provide community support by establishing and/or participating in volunteer endeavors.

SECTION B: Consent

Crafter's Spouses Support Group operates on Elmendorf Air Force Base with the consent of the installation commander or designated representative. Operation is contingent on compliance with the requirements and conditions of all applicable Air Force regulations.

SECTION C: Organizational Debts

The membership is liable under the laws of Alaska for organizational debts in the event the organization's assets are insufficient to discharge liabilities.

ARTICLE 3
OFFICERS AND GOVERNING BODY
SECTION A: Advisor

1. The Advisor will serve in an advisory capacity to the Executive Board and the entire Crafter's Spouses Support Group and will have equal voting rights.

SECTION B: Elected Officers

1. The President, Vice President, Secretary, and Treasurer shall be elected as provided by the Bylaws.
2. These members along with the Chairpersons of Standing Committees shall comprise the Executive Board and will ensure Crafter's Spouses Support Group complies with the requirements of AFI 34-223.

SECTION C: Standing Committees

1. The President and Vice President shall appoint chairpersons of Standing Committees. In the event there is more than one nominee for a Standing Committee a vote from the general membership is in order. The Standing Committees are: Crafter's Spouses Support Group Welcoming, Crafter's Spouses Support Group Ways and Means, and Crafter's Spouses Support Group Public Relations.
2. Chairpersons shall be members of Crafter's Spouses Support Group.

SECTION D: Vacancies

1. In the event of a vacancy in the office of the President, the vice-president shall assume the office.
2. In the event of any other vacancies, the president shall appoint a replacement with the approval of the Executive Board.

SECTION E: Term

1. All elected and appointed members shall serve a term beginning 1 Jan and ending 31 December.
2. Elected and appointed members may hold no more than two consecutive terms.

ARTICLE 4
MEMBERSHIP

The membership of Crafter's Spouses Support Group is open to Spouses of Active Duty and Retired Military Members. Honorary membership is open to employees working on E.A.F.B. All members of the Crafter's Spouses Support have equal voting rights. Members will registry as part of the group by filling out a member registration form. Registration forms will be used for emails, postal mailing, and telephone contacts may be used for up coming events.

ARTICLE 5
METHOD OF FINANCING

Crafter's Spouses Support Group income shall be generated with fund raising activities approved by the Installation commander or designated representative. No income will accrue to any individual member of Crafter's Spouses Support Group. No Crafter's Spouses Support Group member/members may be hired to perform a function for the Crafter's Spouses Support Group. The Executive Board is responsible for assuring asset accountability, financial, and operational management.

ARTICLE 6
MEETINGS AND QUORUMS
SECTION A: Crafter's Spouses Support Group Board Meetings

1. The Crafter's Spouses Support Group shall meet one hour prior to the monthly scheduled General Membership meeting.
2. It is the responsibility of all Board members to attend the Board meetings.
3. In the event of a Board member's absence, a designated representative may attend with the President's approval. Failure to attend three consecutive meetings by a Board member or designated representative will result in termination.
4. A majority of the members must be present to constitute a quorum.
5. An advisor or representative will attend all Board meetings.

SECTION B: General Membership Meeting

1. There will be one scheduled meeting held each month.
2. All members present at this scheduled meeting will constitute a quorum.
3. In all cases not governed by the Constitution and Bylaws of this organization, ROBERTS RULES OF ORDER shall be used.

ARTICLE 7
ADOPTION AND AMENDMENTS

All adoptions and/or amendments to this constitution must be presented to the general or special membership meeting and are subject to final approval by the installation commander or designated representative.

ARTICLE 9
DISSOLUTION

Crafter's Spouses Support Group will forward a written request for dissolution to the 3rd Services Squadron with final approval by the Installation Commander or designated representative. Funds in the treasury will be used to satisfy any outstanding debts, liabilities, or obligations. In the event funds are insufficient for this purpose, the Board will liquidate such assets, as are necessary, to satisfy outstanding liabilities.

ARTICLE 10
INSURANCE

Crafter's Spouses Support Group respectfully requests a waiver for liability and property damage insurance coverage with the understanding the requirement to obtain insurance for certain special events which involve a greater risk of injury or damage may be requested. Crafter's Spouses Support Group members must be aware they are jointly and severally liable for the obligations of Crafter's Spouses Support Group.
BYLAWS

ARTICLE 1
DUTIES OF OFFICERS

SECTION A: President

1. Shall preside at all Board meetings and conduct general membership meetings.
2. Shall be a non-voting member of the Crafter's Spouses Support Group board except in the case of a tie.
3. Shall analyze and update job descriptions.
4. Shall co-sign the Crafter's Spouses Support Group yearly tax return and is a co-soignée of the checking account.
5. Shall appoint along with the Vice President the Chairpersons of all special committees.
6. Shall attend meetings in the Air Force community when invited to represent appoint a substitute when unable to attend.
7. Shall receive the annual report from each office of the Board and each committee chairperson and pass these on to the new President.
8. Shall conduct all meetings with an agenda and decorum and the principles of Robert's Rules of Order as necessary.
9. Shall annually review the Constitution and Bylaws with the Executive Board.
10. Shall prepare and file the following reports:
a. Year End Report
b. Job Description
11. Shall prepare and file the following reports:
12. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with signature.
13. Shall contact committee advisees regarding special announcements.

SECTION B: Vice President

1. Shall be responsible directly to the President and is a voting member of the Crafter's Spouses Support Group Executive Board.
2. Shall attend Board meetings and Crafter's Spouses Support Group functions serving the general membership.
3. Shall analyze and update job description.
4. Shall review job description and procedures with incoming replacement.
5. Shall review budget at mid-year and propose a budget for the next board year.
6. Shall prepare and file the following reports:
a. Year End Report
b. Job Description
7. Shall in the President's absence, perform the duties of the President.
8. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with Signature.
9. Shall maintain the monthly planning calendar of events.

SECTION C: Secretary

1. Shall be responsible directly to the President and is a voting member of the Crafter's Spouses Support Group Executive Board.
2. Shall attend Board meetings and Crafter's Spouses Support Group functions serving the general membership.
3. Shall analyze and update job description.
4. Shall review job description and procedures with incoming replacement.
5. Shall review budget at mid-year and propose a budget for the next board year.
6. Shall be responsible for recording minutes of board meetings and all other special meetings. Provide a copy to general membership at the following meeting.
7. Shall post a signed copy of monthly minutes in the Crafter's Spouses Support Group manual and assume custodian duty for upkeep of all information.
8. Shall maintain original copies of Board reports at each Board meeting and keep on file for two years.
9. Shall maintain a current roster of board members and general membership to distribute it to all board members.
10. Shall appoint a temporary secretary to take minutes if absent.
11. Shall prepare a copy of the Crafter's Spouses Support Group agenda at the Board meeting preceding the general meeting.
12. Shall schedule a meeting place for all meetings for the next year.
13. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with signature. Ensure a current copy is posted in the Crafter's Spouses Support Group Manual.
14. Shall establish a Post Office box and collect and distribute mail as necessary.

SECTION D: Treasurer

1. Shall be responsible directly to the President and is a voting member of the Crafter's Spouses Support Group Executive Board.
2. Shall attend Board meetings and Crafter's Spouses Support Group functions serving the general membership.
3. Shall analyze and update job description.
4. Shall review job description and procedures with incoming replacement.
5. Shall review budget at mid-year and propose a budget for the next board year.
6. Shall have custody of the operational account; collects and disperses all operational account moneys.
7. Shall arrange for and obtain an annual tax return if required.
8. Shall give an accurate accounting to the Board of all funds in the operational account; i.e. monthly treasurer's report.
9. Shall balance the statement against checks written.
10. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with signature.

ARTICLE 2
ELECTION AND VOTING
SECTION A: Nominations

There should be at least one candidate, preferably two, for each office provided equal amounts of time to address the general membership.

SECTION B: Elections

Elected officers consist of President, Vice President, Secretary, and Treasurer. They shall be elected by a majority vote by the members of the general membership during the month of December. The term of the newly elected officers begins in January.

SECTION C: Voting

Voting shall be by secret ballot.

ARTICLE 3
DUES AND FEES

There are no dues or fees imposed on the general membership at this time.

ARTICLE 4
STANDING COMMITTEES

SECTION A: Crafter's Spouses Support Group Welcoming


1. Shall be appointed by the President, with the approval of the Advisor, for a term of one year.
2. Shall be responsible directly to the President and is a voting member of the Crafter's Spouses Support Group Executive Board.
3. Shall attend Board meetings and Crafter's Spouses Support Group functions serving the general membership.
4. Shall analyze and update job description.
5. Shall review job description and procedures with incoming replacement.
6. Shall assemble newcomer information for incoming spouses as requested to make available at the Newcomers Orientation.
7. Shall serve as a greeter at Crafter's Spouses Support Group functions and present "welcoming" gifts as available.
8. Shall report on new memberships and provide information to the Secretary to post new memberships.
9. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with signature.

SECTION B: Crafter's Spouses Support Group Ways and Means

1. Shall be appointed by the President, with the approval of the Advisor, for a term of one year.
2. Shall be responsible directly to the President and is a voting member of the Crafter's Spouses Support Group Executive Board.
3. Shall attend Board meetings and Crafter's Spouses Support Group functions serving the general membership.
4. Shall analyze and update job description.
5. Shall review job description and procedures with incoming replacement.
6. Shall be responsible for identifying and hosting fund raising opportunities for the Crafter's Spouses Support Group operational account.
7. Shall coordinate the participation in the Annual Air Show.
8. Shall make recommendations to the general membership regarding financial distributions.
9. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with signature.

SECTION C: Crafter's Spouses Support Group Public Relations

1. Shall be appointed by the President, with the approval of the Advisor, for a term of one year.
2. Shall be responsible directly to the President and is a voting member of the Crafter's Spouses Support Group Executive Board.
3. Shall attend Board meetings and Crafter's Spouses Support Group functions serving the general membership.
4. Shall analyze and update job description.
5. Shall review job description and procedures with incoming replacement.
6. Shall be the responsible for coordinating article in Base Newspaper and other avenues as appropriate to inform the community.
7. Shall work hand in hand with the Welcoming committee to identify upcoming events.
8. Shall prepare newsletters or flyers on current upcoming events.
9. Shall prepare special invitations as requested.
10. Shall host a yearly membership drive.
11. Shall review and acknowledge Crafter's Spouses Support Group Constitution and Bylaws with signature.
12. Shall forward thank-you cards to external organizations as appropriate.


SECTION D: Crafter's Spouses Support Group Additional Committees:

WELCOMING: Call on newcomers as soon as they arrive. Deliver welcome packet to TLF, Hotel, etc. Encourage involvement. Tell them "we are here to help":
NEWSLETTER: Solicit past and upcoming newsworthy events from members of the spouse's group. Write, reproduce and help to distribute newsletter.
SUNSHINE COMMITTEE: A new baby on the block! Someone in the hospital and is/is not taking visitors. Someone could use some company. My husband is TDY and I need a little help! Please feel free to call if you, or someone you know of, need a helping hand.
ACTIVITIES: Are we having fun? What do we want to do…salmon fishing? The community? Farewell gifts? New baby gifts? We will have door prizes and fun activities! Join us one and all!
TELEPHONE CALLERS: Something is going on. Get the word out!
SALES PERSON/FUND RAISING: Come up with interesting new ideas for fund raising events.
ROSTER: Keep the roster current and up to date with mailing addresses and phone numbers. Don't forget e-mail addresses".

ARTICLE 5
FINANCES AND TAXES

The generation of any funds will be appropriately recorded and entered into an established account.
Subsequent tax returns will be filed timely and accordingly for each year.

ARTICLE 6
INSURANCE COVERAGE

The Association will not engage in activities that involve a large insurable risk and will request in writing a waiver of the insurance requirements. Insurance for special activities involving members of the general public, or which are potentially hazardous, will be obtained commensurate with the risk involved upon advice of the Staff Judge Advocate.

ARTICLE 7
AWARDS AND GIFTS

The presentation of any awards and gifts on behalf of Crafter's Spouses Support Group must have the vote of the general membership.

ARTICLE 8
NONDISCRIMINATION

Crafter's Spouses Support Group does not discriminate on the basis of race, religion, sex, or national origin.


ARTICLE 9
DISSOLUTION

In case of dissolution of the Spouses Support Group, funds in the treasury at the time will be used to satisfy any outstanding debts, liabilities, or obligations. Written notice will be given to the 3rd Services Commander and dissolution shall be carried out only with final approval of the Base Commander or designated representative.
